These percentages represent totals of actual voting preferences in the U.S., rather than strict party affiliations or registered voters, according to data from gallup.com and pewresearch.org. Although all states do not require voter registration, according to those that do, the percentages are as follows (from centerforpolitics.org): Democrats 40%, Republicans 29%, and Independents 28%. So even the case of registered voters, Democrats are still the largest registered group.
